Marks-Roos bonds

A special investment bond instrument issued by a joint powers authority to raise funds for capital improvements in California. The proceeds from these bonds can be used to acquire local agency bonds for other projects. This type of bond was authorized in 1985 by the Mark-Roos Pooling Act with the hope that the effect of bond pooling would benefit taxpayers.
